Mam, after the covid wave, the Indian public health care has largely shifted to Preventive, promotive healthcare than curative one. Vaccination drives, Anaemia Mukt Bharat, TB Niskay portal, Matru Vandana Vojayna, Indrashanush etc have more share in budget that the curative one like creating health clinics. So, according to me the state one is more focusing on Preventive part than the curative part recently and hence statement 1 is wrong(I hope)

UPSC analysts are like economists. They fail at predicting complex phenomenon every time. And promptly come up with generic platitudes, retrospectively contemplating and justifying how human behaviour and UPSC cannot be predicted - which everyone anyway knew all the time.
