It does make sense. U said that there was nothing to fluctuate, but theres was, bcuz the vacuumfulctuations didn'y got created, but r the result of the quantumfieldtheory and the heisenberg uncertainty principle. So even before the big bang, the was a chance over 0, that even in a singularity with a finite size vacuum fluctuations happen and make a phase transition releasing amounts of energy thus creating the universe. Second, u said there's no proof, but following the quantummechanics (and this theory of vacuumfluctuations is a quantummechanical theory which make sense if u believe in the two theories) those 2 theories got proven (quantumfieldtheory and heisenbergs uncertainty principle)
