Deepseek doesn't just avoid China questions, it avoids all sensitive questions of all countries sensitive issues. It's not a political tool, but if you really want to have questions about China, don't use the word China. Use the word sino or use other words to get it to talk about China and it will. Same with other sensitive issues in the world that aren't about China. The main point about the differences in chat gpt and other AIS versus deepseek is mainly how deepseek answers the questions and the quality of answers it gives you. I would assume you can use all the tools that you can to get the job you need to get done.
