In my youth, I spent 5 years in Colombia ❤... I had occasion to visit Bogotá several times, but I never had altitude issues. I'm originally from coastal Georgia, no mountains, not even hills. I guess living in the Andes toughened me up a bit. And I miss it so much! 🇨🇴

In Africa you left out Maseru, the capital of Lesotho which is around 1600m above sea level. Lesotho also has the unique distinction of being the only country in the world with its entire land area above 1000m above sea level, and is home to the highest lowest point on earth, with its lowest point at 1400m above sea level.
I had no clue that Lhasa beat La Paz for world's highest capital by only a few feet. For some reason, I thought Lhasa was much higher, around 14,000 feet or more in elevation. This means La Paz is only a few feet lower in elevation than the capital of the Roof of the World. La Paz is up there. Which means the highest in elevation capital I've visited -- Quito, Ecuador -- is in the lowlands relatively speaking.

La Paz has a massive agglomeration city (now one of Bolivia's largest cities on its own) called El Alto (the heights) which is even higher than La Paz (it is right there even higher up in the mountains from La Paz). The city's average elevation is over 4,000 meters. Also, nothing to do with capital cities but the sizable mining town called La Rinconada in Peru is the world's highest city over 5,000m and also one of the least liveable cities on earth, with living conditions arguably worse than in North Korea.
