Except there wasn't a driver shortage. ATA just wanted, and still wants, to keep driver pay low. And there still isn't a driver shortage. Accirding to some states, as much as 80% of truck accidents involve a non-english speaking foreign natiolan driver. So 2015/2016 setting aside of the law, has lowered driver pay, and killed a bunch of people.
Sounds likes another push to make the poor and illiterate suffer and get fired
