That's Hoytod (หอยทอด), a fried mussels dish that is common in Thailand. You can search it in Thai to look more into it!
The Thai word to it is: หอยทอด

@KatchAFlick96

This is actually a Thai dish called hoy tod (literally means “fried mussels”). It’s a common Thai street food dish that consists of shucked mussels fried in thin batter and eggs with beansprouts and scallions… popular among the Thai-Chinese community (since it originated with Chinese immigrants to Thailand decades ago). It’s delicious!!!

@Lottiee_WTF

It’s amazing how we can say “internet, help!” And people from all over the world and different cultures will come to share their history and knowledge with you ❤ even people who share that their countries have similar things. It’s kinda cool. ❤

@hweirachel

It looks similar to Oh chien, something we eat in Malaysia. It’s delicious and highly addictive! So cool to see you try it

@SakuraExpresso

MY PEOPLE! I'm so happy you finally tried some Laotian food! 🥰

@Ooilei

It's O-luah (蠔烙), it's a Chinese Teochew dish popular in Thailand. It's sold by Chinese food vendors all over Thailand and is called Hoi Thot in Thai, but it is usually called by it's original Chinese name O-luah as well

@A51ANB0Y

It’s rare to see lao stuff on youtube. I get excited every time it comes across my feed.

@anniecarpenter9000

@goldHydrangeas

I've had it in Saigon too Lisa.. made with oysters as it was originally made from my Chinese ancestors.😊

@blistertooth

I’m going off the assumption that OP already knows this but in case anyone wants to look hoy tod up or make it at home, that sauce they used is Golden Mountain Seasoning Sauce specifically. Which has a soy sauce base but also has MSG, sugar and a more complex depth of flavor. It’s really good, and used in a lot of Thai cooking!

@MichellaneousMe

Omg Laos food is so good and underrated!!!

@kellyh7158

Love this dish! It’s called Hoy tod in Thai. My uncle has made it for me and then I learned to make it myself. So yummy. There’s a lot of similarities in Asian cuisine, all very tasty 😋
