Sources of error when making the tooling holes are marking it, punching it, and drilling it. All will have errors when you manually place the hole. Best way, short of CNC drilling it, is to make a steel bar with precision drill bushings to put the hole in the wood form and then drill through the bushing for every rib. That ensures that every hole in every rib is exactly in the correct place.
