So I have a story from 2012 PAX Prime that will never leave my head. Me and a buddy had sat down to a Riot Q&A session, my friend and I asked about what Riot was going to do about AP Master Yi, who at the time was beyond broken. They Rioters said with a straight face, "we feel AP Yi is a niche enough build that it is in a good place right now." Keep in mind back then AP Yi had become a blight on the game, almost no counter play against him. Now what happens less then a month later? Here comes the long overdue AP Yi nerf. Long story short, most Riot staff do not understand the games meta and still feel a need to act like they do.
I played against Lux + Morgana bot lane the other day and it was such a snooze fest. They just one shot the wave and even if they get ganked they have 2 roots and a black shield. If they laned any CC they just wombo combo one shot the enemy bot laners from 2 screens away. It's just unfun and boring because all either side can do is farm for 15min.
The challenger question has a simple answer. Getting challenger is already hard for someone who has infinite time. This is the top 0.01%. So, to be able to hit challenger, someone would need to either grind incredible hours (full-time job goes bye-bye) or be incredibly gifted, to which then income prospects turn you to streaming/going pro than being a developer. Maintaining challenger as a corporate employee is practically pointless because a more visible flex in the workplace is a career advancing move, which your efforts in getting to challenger would be better funneled towards. So, to get a full-time Riot developer that is challenger, you'd need an extremely gifted individual who simply doesn't care to do anything else besides play league and work on league. Quite the tall order.

Make sure the botlane cs has at least dubble or more mr compared to what they have now. This would also ensure that a mage supp is less likely to "accidentally" steal the bottoms gold.
As for that last part about Challenger players, I agree, but I also thought that Riot had Challenger consultants for the balance team. They are under no obligation to listen to them (and choose not to listen to them way too often), but they're there at least. But yeah, they should absolutely have Challenger players on the balance team or at the very least directly interacting with them and taking more power than just "consultant."
Because if challenger players were on the team, these idiots would get laughed out of the room every time they suggested something stupid.
Would it not make sense to then increase MR on the botlane minions? They have modified xp levels in the past. Making it take even one more spell to clear waves in the bot lane would give adcs the chance to either punish the lack of cds on the apc or contest the push and equalize minions. Or you could just nerf the waveclear of the mages idk. This seems difficult to solve in the first place.
