220,000 barrels of WTI crude oil would be worth approximately $13,433,600 a day. Multiply this times 365 and that's approximately 4 billion a year. In 10 years that's 40 billion.  Only a foolish government would give away 30 billion dollars and only receive 10 billion.  A 750 dollar pay out to the population amounts to pennies.
