Lighter colors REFLECT light...darker colors ABSORB light..since facial recognition depends on reflected light for data, some data gets absorbed before it can be reflected.

There is NOTHING racist about it. AI doesn't know, or care, what your race is, it simply has a harder time distinguishing detail between similar colours. That's it.
Dude I think whenever you hear that they did a study but you don't hear who why where and how you can bet all your money that is BS. Now we are on you tube and we use cameras all day and still can't fathom why a dark skinned reflect less light that a light skin. Yes that is all there is to it. You can test it all you want but is about brightness. Try to put a dark skinned and a light skin together in a scene and guess what ?? Your equipment is going to be so biased against black that you'll need to add light on the dark skinned subject if you want them lit properly. Think of the trauma we are causing on actors who need more light to shine trough the scene !
