There are a few surgeries that vets perform routinely that might be considered "plastic surgery." Episioplasty is sometimes necessary when female dogs have too much skin around the vulva which can cause recurrent UTIs. Also entropion is common in dogs, where the eyelids roll in causing eyelashes to rub on the cornea. Both of these surgeries basically involve taking away a small amount of skin around the affected structure.
As a vet student (also with plenty of years experience in a specialty referral animal hospital as a tech) I can tell you these plastic surgeries for many breeds are wholly necessary. Except for when someone wants neuticals 😂 A human plastic surgeon doesn’t do this!!! It’s a board certified veterinary surgeon. Don’t ever let a human physician/surgeon do surgery on your animal. They are not the same species and therefore risks and anatomy vary.
Yes only for health issue it should be fine, other than that i think it's unnecessary...
I think the only 'true' plastic surgery (as in it's purely for vanity) that most people think about would be something like docking. Otherwise it's to help the animal in some way: to prevent medical issues getting worse (flat face dogs can get 'nose jobs' to open their nostrils so they can, you know, breathe) or to fix some sort of trauma. But I'm speaking as a layperson, so a vet will definitely have to chip in!!

BOAS (Brachycephalic Obstructive Airway Surgery) Is the most common “plastic surgery” on dogs such as pugs and french bulldogs that are bred so that they can’t breathe properly . Vets do them all the time with no plastic surgeons :)

I knew of a dog in local news some years ago who pushed a kid out of the way and got hit by a vehicle instead of the kid. Dog lived but its face got mangled. 😔 Story went viral and people donated to have the dog shipped (to the US i think?) and have part of its skull reconstructed.

One of my friends had a dog that had to have a vulvoplasty. Dog had a recessed vulva.

Check out the channel Vet Ranch! They have done some plastic surgery type videos where the skin on the face of some dogs cause the dogs eyelashes to irritate the eye to the point of repeated infection. Super cool channel
