Maybe it's a wierd solution, but there are physical remote button clickers. Mini devices that you attach next to buttons or switches, that accionates them when you call them. You could completely turn off your PC, and use these devices to push the ON button physically, remotely

Use a smart outlet, go in your bios and set it to wake on power. 10/10 you can turn it on from anywhere and then enable parsec on startup
You can use port forwarding to turn on the pc from anywhere but as I’ve found out it’s not very secure

Third option: you have to build a receiver (I think) and a remote (like car remote) to turn on your pc outside your house (maybe)

Almost right. Wake on Lan can work with a shutdowned pc. As long as the pc connected to power and its LAN adapter is listening. It can power on. I used this myself to power on my remote server pc whenever i needed it and wherever i needed it. Obviously you need to make sure your pcie network adapter doesn't sleep when your pc is powered down and that bios Wake one lan is active. Windows activation isn't needed as long as bios knows. At least I didn't need it to, and when i checked it was off. So bios setting is the major point here. And ROUTER SETTINGS. Not all routers like magic packets so you have to make sure your router does route magic packets. And if you want to power on your pc from whenever u want, u can either make your router send the magic packet or any other device, which as the author said, must be powered on at all times. That's because magic packets exist only on the local network and don't get into the "outside your home" internet.

actually...you can turn it on even when you away, but with catches of security issues. Other way like what I did is, i bought an IoT device that used to turn on/off electrical device, but I modified it so it will receive 12VDC from the PSU and give 5VDC output, jumper it to the PC power button so it will turn on/off by it, instead of the original AC powered. (there are many tutorials to do it in Youtube) It will be some technical thingy at the beginning but once it done. It's solid. I can hard turn on/off my PC even when I'm overseas.
