7:20 that is called backfiring. It is caused when the ignition timing is timed so that the spark plug ignites just late enough to send fire through the exhaust valve and into the exhaust pipes. Edit: It is common in top fuel dragsters, which this wheelchair bears a resemblance to. Edit 2: 8;02 where is the wheelie bar? This would need one, or elde it would do backflips until it ran out of gas.

Flames out the exhaust is not unusual for a highly modified vehicle with short exhaust pipes, especially if run off methanol. Just look at the top fuel drag cars.
