When I was living in an Indonesian village in the 1970s the well behind my house had a fulcrum arrangement like that to pull up the water. Much easier than pulling the bucket up on a rope.

Not bad, but giving the puller's side a few kg of counter balance would reduce lifting force - and automatically slow the bag down the top end without much effort.
