I was born in WV and now live in VA.  There is more opportunity in Virginia but WV has some decent federal jobs there if you can snag one.  WVU is also a decent employer in Morgantown, WV.  The coal miles are pretty much done in WV and I don't think there are any union mines left; they're all scab mines.
