Who is clarifying, who is needing clarity? Who is expanding on issues and who wants this? Who is reaching consensus with whom? Is this being done for the benefit and learning of the experts? Is this being done to get the panelists to agree with each other or with the experts? I’m really curious because 1. The video does not say 2. I’ve heard the Delphi technique described as a way to isolate and shame people who do not agree into agreeing. So tell me....
