A) Home owners borrowing more than they can afford. Personal responsibility.
B) Bankers- negligence in their lending practices. 
C) Central Bank - keeping interest rates artificially low too long and distorting the financial markets.

In the UK it was as much the politicians as banksters. Labour came to power on a ticket of "no more boom and bust" yet failed for 13 years to restrain the banks. After 10 years there has been no recovery and an disaster is taking place in retail.
