We developers from Nigeria it's almost impossible to do it. Our payment info does not work on Google, they don't accept it at all

When I click keys & credentials I don't get an api key... I get a list of all kinds of different API keys. Also don't get the credit card option but it's talking about increasing my quotas.
You don't have to add billing depending on what API services you're using.
