It will work because the border is closed. But re entry has to be based on the point system popular in many countries. Step 1 Immigration department should have a lot of economists and businesses people who study what the economy needs. They should define if we need say more engineers vs generalist labor. That's one example. We actually behind by million in engineering and high tech. So those positions open first vs say general labor if general labor has been filled. In affect Immigration is a job interview to join a country workforce. Businesses need specific needs that the government is supposed to study and track to provide. We should also study the process with a visa and green card. Extend green cards and visa until the persons prove they are doing what they came here to do. If an engineer, you don't want them to quit and become a generalist just to get by. We don't want ' get by' people. We want productive people. Part 2 extensive testing and requirements give you points. If you have a minimum of 10,000 in your bank account and more than 50,000 assets you get points. You don't want broke people. You want people who are trying and showed they can save and be responsible. I know alot of college students who have saved 10 to 20k from working jobs in highschool and college saving 1 to 3k a year. You want that person vs the broke person. You get points for job history. You get dropped if you have a civil record or criminal record. Put people in priority in each positions. All engineering applicants are put into a data base with point system and rating. Then you give them a high priority vs waiting group. It works better to view the process as a job application vs just Immigration. And to look at all countries vs the recent bias to whatever floods over the border. There could be a brilliant Japanese or Norwegian engineering student with a dream and great resume vs some random guy at the border. And, if people violate the process or stay past visa they get a plane ticket home and deleted from the records to allow again.
