There is exactly one parking lot that in CS2 that can generate more parking fee revenue than maintenance cost. This combined with electricy export revenue and education fees makes all negative tax city possible.

Also the highly educated people left because all of the offices went out of business with max taxes so they had no hobs. If they have big houses and good services you can sometimes keep them even either very high taxes

It's actually easier to make a 0% tax city in cities skylines with the new economy update. Since if you slowly lower taxes, people will just have more disposable income to pay tax using city services
