If they can spend the wheel at realvistic speeds without it flying to pieces they could simply lay the wheel on it's side and it will rise on it's own because it will warp the spacetime field around the wheel in such a way to push away from the earth's spacetime warp field. Similar to a object in orbit at realvistic speed.
