They could have been multi-use facilities. Shelters from many dangers and difficult conditions on earth, for refugees from wars, wild animals, criminal gangs, droughts, famines, a place to keep prisoners, for protection from freezing cold or stifling hot weather or storms, a place to go for people whose towns got overrun by rats or other vermin, places to keep livestock animals, greenhouses for storage of vegetable seeds and roots, a place to keep clothing, weapons, and other goods, places to trade, buy and sell, places of peace for religious rituals, education, learning and practice of skills. The different levels could be used for different purposes.
