Environment consistency: Changing an IntelliJ version in a container image

This video demonstrates real-world use case of a team lead or DevOps team changing a JetBrains IntelliJ Ultimate version in Coder, so that all developers' development environments will be kept current. The use case shows downgrading from IntelliJ 2022.3.2 to 2022.1.4

Steps shown:
1. Updating the Dockerfile
2. Building the new container image and tag to IntelliJ 2022.1.4
3. Pushing the container image to a container registry e.g., DockerHub
4. Updating the Coder Terraform template with the new container image tag
5. Automatically notifying users of the change
6. Rebuilding the development environments
7. Opening JetBrains Gateway and IntelliJ Ultimate
