MAME WIP 0.240, NES (PAL) sound improvements - Journey to Silius

MAME 0.240 should include a fix that corrects the frequencies of DPCM sample audio playback for the PAL version of NES machines. All PAL games that use the DPCM channel should now play samples back at the correct, slightly higher frequency. The difference is quite subtle in quick passing samples such as the drums in SMB3. Here I've uploaded a glaring example from a Sunsoft game. Sunsoft used DPCM samples for the bass line of the music in a number of their later titles—and the PAL versions all sounded horribly out of tune in MAME. For other examples try the 'nespal' machine in MAME with European releases of Gremlins 2, Mr. Gimmick, Ufouria, etc.
