2023 Military Ethics Case Competition - Toxic Leadership: VMI Presentation

April 15, Teams from Virginia Military Institute, USMA and USAFA joined the USNA Ethics Debate Team for the 9th annual Military Ethics Case Competition. The case: "Nipping Toxic Leadership in the Bud." Team VMI took the Class of '64 Cup this year, Navy placed 2nd. USNA Class of 1964 sponsors the MECC each year, and class members CAPT. Mike Farmer USN (ret) and CAPT. Gordon Clow USN (ret) judge, along with MajGen Tim Hanifen USMC (ret) and COL Tim Regan USA (ret).

"The case of Captain Holly Graf, detailed in the included March 11, 2010 story by Time Magazine, is tragic, infuriating and deeply concerning for not only the Navy, but the armed services. It illustrates the complex and sometimes conflicting motivations and rationales that can exist for promotions and retentions, and how bad decisions can have unwanted redounding effects up and down the chain of command.
It also leads to tough questions regarding officer accessions: How can the service academies and Reserve Officer Training Corps units associated with civilian higher education prevent such eventualities? What is more, given the existence of youth programs that reach down to the Middle and High School levels, how might entities such as JROTC, the Civilian Air Patrol, Young Marines and Sea Cadets move to mitigate such risks? That is the heart of the challenge you have for this presentation..."
"...Your task for this edition of the MECC is to consider what such a program, undertaken longitudinally, would look like in one section of that pipeline. How would your team go about building that program out across four or more years for your particular accession source? You will present a proposal for the governing board of one of the below entities. It should present a comprehensive description of curricular and other components your team recommends for inclusion in the experience of cadets and midshipmen going through that program. :
