OnePlus 3 - Why You Can't Use the Whole 6GB RAM?

The new OnePlus 3 boasts of insane 6GB RAM but there is a limitation on how many apps you can run in the background using RAM. I think you can open like 10-12 apps max or use 2.5GB - 3GB out of 5.6GB usable RAM. There is actually a reason for this.
You can enhance the multi-tasking capability of OnePlus Three if you wish by rooting/without root.
