Combine Clawscanner and Mine changes

Small tweaks for Claw scanner and Combine Mine. We removed the ability to produce one and just recharge it after some time automatically. The cloak is also removed from the mine. Enemies can't directly target the mine, but can clear them using explosives like grenades. Mines are also much harder to avoid now.
