If you're noticing brown holes developing near the bottom of your tomato plant, you may have a case of the flea beetle. These little black beetles come out during the Spring time after overwintering in the soil. Since they feast during the night, you won't see many of them during the day.
In small numbers, you don't have to worry about the flea beetles since the damage is usually on the lower part of the plant. Eventually, your tomato plant will out grow the damage.

On slower growing plants, like cucumbers, you will want to look into a pest product to control them. We would suggest Sevin dust (rather than the liquid form). A non-chemical alternative would be Chemfree Insectigone.
