Why is India’s administrative system so layered and confusing?
From Gram Panchayat to District Collector, from Chief Secretary to Union Cabinet Secretary — India’s administrative structure is a maze of roles, ranks, and responsibilities.
But why is it so complex?
The answer lies in India’s diversity — of languages, regions, religions, and demands. To govern a country with 28 states, 8 union territories, and over 700 districts, India needs a structure that can balance local governance with national control.
Add to that — the British colonial legacy, where control was prioritized over coordination. After independence, instead of starting from scratch, we modified this legacy system and layered it with Constitutional provisions, federal principles, and bureaucratic hierarchies.
The result?
Multiple ministries, parallel authorities, overlapping jurisdictions — and at times, confusion.
