Dangerous LiPo sent to me from Banggood - 4S LiPo with less than 7 volts :O

I ordered two 4S LiPos from Banggood and they arrived with less than 10 V, one even with less than 8 V. Customer service told me to charge them, wtf? I'm still on it two get them replaced (I issued a ticket almost two weeks ago), they wanted me to show them the voltage of the batteries (again), so here we go.
