Your first instinct when things aren't going well may be to jump ship and hire someone else to handle your digital marketing strategy. While there is definitely a point where you should begin to look elsewhere, you might not have reached that point yet. If you're not seeing results from your agency, talk to them first about your concerns. You may just need to give a new partnership or a new strategy time to start getting results, or a simple adjustment can make all the difference.
